The Origins of Regional Funding Collaboratives in the National Fund for Workforce Solutions

The National Fund for Workforce Solutions is an unprecedented national partnership testing new ways to address a critical problem: the large gap between the skills many workers have and the skills many employers need to compete. At the center of the initiative, 24 regional workforce collaboratives of funders come together to support workforce development projects—to decide, in partnership with employers and practitioners, how and where these investments should be made. This report traces the history of seven of collaboratives, from before the launch of the National Fund through early 2010. It notes what conditions gave rise to them, how they began and developed, what challenges they have faced, and what key lessons they can pass on to future project developers.

Policy Webinar: New Financing for Workforce Partnerships; Lessons from the NFWS Alternative Financing State Policy Advocacy Projects

In summer 2008, NFWS funded three regional funding collaboratives to advocate for and implement new mechanisms for funding workforce partnerships. The Bay Area Workforce Funders Collaborative and the New York City Workforce Innovation Fund worked to implement a Food Stamp Employment and Training fund model, and the Pennsylvania Fund for Workforce Solutions worked to implement a state-level fund financed through assessments on employers linked to the UI system.

Community Colleges as Workforce Intermediaries:  Community Colleges are becoming increasingly important in workforce development and as resources for helping low-skilled people gain meaningful credentials and careers. Enrollments are up dramatically nationwide and public policy now recognizes postsecondary education, especially community colleges, as a key element for helping people gain the skills to fully participate in the labor market. Many NFWS-supported collaboratives are working with community colleges often as contractors or service providers.

Community Health Worker Advancement: A Research Summary

Community Health Worker Initiative

Community health workers are essential to the U.S. public health system. They work in diverse settings and under myriad titles to improve access to health care for underserved populations using culturally appropriate methods. Despite their importance, community health workers are often not well rewarded, and their job tenure is unstable. Well-defined career paths are lacking, as are systematic skills sets and credentials recognized across work settings and usable for higher education.

Overview: Pennsylvania Industry Partnerships Project: Job Ready PA

The goal of the Pennsylvania Industry Partnerships Project is to enhance the skills of the state’s workforce, resulting in higher worker earnings and business revenues through improvements in productivity and the quality of services. The project is part of Pennsylvania’s effort to proactively address critical workforce shortages in key occupations within the state’s nine target industry sectors, and to encourage businesses to upgrade their existing practices, including integrating technology more fully into business operations.
